GovGen is a governance-only chain separate from the proposed AtomOne hub chain. GovGen aims to gauge the sentiment of those who voted “NO” or “NO_WITH_VETO” on Cosmos Hub proposal 848 regarding the potential future of AtomOne. Through the native, non-transferable GOVGEN governance-only token, this community can come together to discuss, debate, submit proposals, and help shape the future of AtomOne in a fully decentralized community-driven initiative.

The GovGen chain software is a fork of the current running version of the Cosmos Hub with minimal modifications. The native GOVGEN token that powers the chain is non-transferable and can never be transferable nor pay dividends or distributions. GOVGEN is for governance only on the GovGen chain.

GOVGEN tokens were distributed according to the snapshot taken at block #18010657 (November 25, 2023, at 21:00 UTC) on Cosmos Hub to “NO” and “NO_WITH_VETO'' voters on Prop 848 (or those who inherited a dissenting vote via delegation), subject to certain requirements, limitations, and exclusions to qualified GovGen launch validators. Cosmos Hub accounts that voted “YES,” “ABSTAIN,” did not vote, did not inherit a dissenting vote via delegation, or did not meet the specific requirements to become a GovGen genesis launch validator did not receive GOVGEN tokens in this distribution.

GovGen - A Community-Driven Initiative

More than 7,000 Cosmos Hub accounts voted “NO” or “NO_WITH_VETO,” and 180,000+ Cosmos Hub accounts inherited a “NO” or “NO_WITH_VETO” vote from delegation on prop 848. Through GovGen, this sizable community of dissenters may unite, submit proposals, and vote on what they believe the potential future of AtomOne should be. As such, GovGen’s design aims to enable AtomOne to be community-driven and decentralized from the start.

The goal is that everyone participating in the GovGen initiative will become a founding member of the proposed AtomOne chain. With GovGen's support, the proposed AtomOne Proof-of-Stake network can potentially leverage one of the most resilient and decentralized decision-making processes in the web3 space.

The Origins of AtomOne

Based on the “NO” and “NO_WITH_VETO” voter community’s expressed views, prop 848 was the defining proposal for AtomOne. This is discussed in detail in the blog post, NWV to Prop 848 – ATOM Must NOT be Money. This sizable community of dissenters has expressed support for a security-conscious constitutional and minimal alternative IBC/ICS hub to complement the broader Cosmos ecosystem. AtomOne is, therefore, intended to serve this purpose and conserve the founding vision of the Cosmos Hub.

AtomOne contributors are expected to be highly aligned with and uphold the original values of the Cosmos Hub—security, scalability, and decentralization. The results of the Prop 848 vote suggest that many “NO” and “NO_WITH_VETO” voters believe that hub minimalism enforced by a written constitution may be the best way to provide a secure platform to host blockchain applications.
